> Što bi nam se dogodilo da je ova špičasta njuška uspjela progurati svoju verziju Zakona o arhivima. Račan je pripremio teren za obnovu Jugoslavije proglasivši Dan državnosti 25.lipnja kada je na taj dan 1991. Proglašena samostalna i suverena RH. Par godina kasnije Petrov inzistira da se arhivi otvore do dana državnosti tj. Do 25.lipnja 1991.g.

## Post analysis

Verdict: 20% · Model: DeepSeek V4.1 Flash · Checked on: 13/10/2026

**Reasoning:**

- The post's central narrative is a conspiracy theory: that SDP and Most coordinated a "podvala" (trick) to return Croatia to Yugoslavia by moving Statehood Day and opening the archives, and that Plenković heroically foiled this "veleizdaja" (treason). This exact viral-post narrative has been fact-checked and rated *netočno* (incorrect) by Croatian fact-checkers[^1][^2].
- The load-bearing factual claims of that narrative are false:
  - Petrov (misnamed "Ivan"; actually Božo) did **not** insist archives be opened to June 25, 1991 — the proposal specified 22 December 1990[^1].
  - Plenković did **not** reject the Archives Law and all amendments — the amendments were ultimately adopted in May 2017; only a first-reading negative opinion occurred[^2].
  - May 30, 1990 was **not** a "decision on independence" — it was the first session of the multi-party Parliament[^3].
  - There is **no evidence** SOA monitored Petrov over the Archives Law in 2018[^4].
  - Čičak did **not** believe Plenković was protecting UDBA members — he dismissed Most's draft and backed the government's approach[^5].
- A few supporting facts are true but peripheral: June 25, 1991 saw the proclamation of an independent Croatia[^6]; Plenković's government returned Statehood Day to May 30[^7]; Most did accuse the HDZ of shielding *udbaše*[^8]; and Milanović does prefer June 25 and rejects May 30[^9].
- Even the true items are weakened by errors — the post repeatedly misnames Ivica Račan as "Zoran Račan"[^10][^9] and Božo Petrov as "Ivan Petrov"[^1][^2][^4] — and it omits that the archives amendments were actually passed.
- The post also misleads through framing: it presents an ordinary political date change as a sinister plot and makes unfalsifiable apocalyptic claims (Croatia would "end up in Yugoslavia," become a "worse tyranny," or become "Palestine") that rest entirely on the debunked premise. True side-facts do not rescue a message whose backbone is fabricated.

Based on my research:

- Croatia's Statehood Day (Dan državnosti) was marked on 30 May from 1990 to 2002[^1].
- The **Government of Ivica Račan** moved Statehood Day to **25 June in 2002**, and 30 May was downgraded to a working memorial day ("Day of the Croatian Parliament")[^1][^2].
- So the substance of the claim is correct: a Croatian Prime Minister named Račan moved Statehood Day to June 25 in 2002.
- However, the claim gives the wrong first name — the Prime Minister was **Ivica Račan**, not "Zoran Račan" (Zoran was the given name of a different later PM, Zoran Milanović). There is no Croatian PM named "Zoran Račan."
- The claim also omits that in November 2019 the Parliament moved Statehood Day **back to 30 May**, with 25 June becoming Independence Day[^1].

The claim is substantially accurate on the action and date but errs on the person's name.

- On 25 June 1991, the Croatian Parliament (Sabor), at a joint session of all three chambers, passed the Constitutional Decision on the Sovereignty and Independence of the Republic of Croatia[^1][^2].
- At the same session it also passed the Declaration on the Establishment of the Sovereign and Independent Republic of Croatia, with the decision stating Croatia was initiating the procedure of separation from the SFRY and seeking international recognition[^2][^1].
- This followed the 19 May 1991 referendum in which Croatian citizens voted for a sovereign and independent state[^1].
- Multiple independent legal/historical sources confirm the Constitutional Decree of Sovereignty and Independence was published on 25 June 1991[^3], and that both Croatia and Slovenia declared formal independence on that date[^4].
- Minor nuance: the Brioni Declaration imposed a three-month moratorium, so Croatia formally severed all state/legal ties with the SFRY on 8 October 1991 — but the act of proclaiming independence was indeed 25 June 1991[^1][^2].

**Reasoning:**

- The claim mirrors a viral Facebook post asserting that "Petrov insisted the archives be opened up to the Day of Statehood, i.e., up to 25 June 1991." Croatian fact-checker Faktograf examined exactly this and rated it **netočno (incorrect)**[^1].
- Faktograf explains the actual archives proposal (Most party, 2017) never mentioned Statehood Day at all; it specified opening materials up to **22 December 1990**, the date of the "Christmas Constitution"[^1].
- Independent reporting confirms the same: the leader of Most, **Božo Petrov**, said archives would be made available for material created up to **22 December 1990**[^2][^3] — not 25 June 1991.
- The proposal was also linked to a debunked conspiracy theory that the archives law, together with the shifting of Statehood Day to 25 June, was meant to "return Croatia to Yugoslavia"; Faktograf concluded the whole construction rested on a series of false statements[^1].
- The name in the claim also appears misattributed: the politician behind the archives law was **Božo Petrov**, not "Ivan Petrov" (no Croatian politician by that name is associated with this proposal).

### 4. Croatian Prime Minister Andrej Plenković rejected Ivan Petrov's Archives Law (Zakon o arhivima) and all amendments to it. — 20%

Model: DeepSeek V4.1 Flash · Checked on: 13/10/2026 · Detail: /claim/d968d10c-c79e-4b77-aaef-92e524125f70

Based on my research, here is what I found:

**What the claim gets right (a kernel of truth)**

- The Archives Law proposal in question came from the **Most** party — but its leader was **Božo Petrov**, not "Ivan Petrov." The name in the claim is wrong; there is no Croatian politician named "Ivan Petrov" tied to an Archives Law[^1].
- In **March 2017**, Plenković's government *did* give a negative opinion on Most's proposed amendments to the Archives Law, calling them "flawed and incomplete" and sending them back for revision ("na doradu") — which the press described as the government "rejecting" the proposal[^2][^3][^4].

**What the claim gets wrong**

- That was only a first-reading setback, not a definitive rejection. The **Sabor actually adopted Most's amendments to the Archives Law in May 2017** (94 votes for, 7 abstained)[^5][^1]. So the assertion that Plenković "rejected … all amendments to it" is contradicted by the outcome.
- The government later (June 2018) passed its own comprehensive Archives Law, again not a "rejection" of Petrov's law by the PM[^1].
- Faktograf fact-checked the underlying viral social-media post — which contains the exact wording *"Plenković … odbacuje njegov Zakon o arhivima, sve amandmane"* — and rated that narrative **"netočno" (incorrect)**, because it rests on a series of false premises[^1].

**Assessment**

- The claim misnames the politician (Božo, not Ivan Petrov) and presents a partial, misleading picture: the government gave a negative first-reading opinion, but the Archives Law amendments were ultimately adopted rather than rejected. The central assertion is therefore mostly false, with only a small kernel of truth.

### 5. Croatian Prime Minister Andrej Plenković returned the Day of Statehood (Dan državnosti) to May 30. — 95%

Model: DeepSeek V4.1 Flash · Checked on: 13/10/2026 · Detail: /claim/40889f03-1421-45f3-9daf-343f9ed690c2

**Verification: TRUE**

- Croatia's Statehood Day (Dan državnosti) was originally marked on 30 May from 1990, then moved to 25 June in 2002 by the Račan government[^1][^2].
- On 14 November 2019, the Croatian Parliament adopted a new law on holidays that moved Statehood Day **back to 30 May** (first observed on the new/old date in 2020)[^2][^1].
- The change was made on the proposal of the government led by Prime Minister Andrej Plenković, and is widely attributed to him[^3][^4].
- Under the same law, 25 June became Independence Day (a working memorial day) and 8 October became the Day of the Croatian Parliament[^2][^1].

This matches the claim that Plenković (via his government) returned Statehood Day to May 30.

### 6. On May 30, 1990, a decision on independence was made in Croatia. — 5%

Model: DeepSeek V4.1 Flash · Checked on: 13/10/2026 · Detail: /claim/48f0020c-f9cf-4ae7-bd0e-5b7d3a970e15

**Reasoning:**

- The claim confuses two distinct events in Croatia's path to independence.
- On **30 May 1990**, the newly elected **first multi-party Croatian Parliament held its first session** (following the April–May 1990 elections); President Tuđman announced his manifesto for a new constitution and a plan for Yugoslavia as a confederation of sovereign states — but **no decision on independence was made that day**[^1][^2][^3].
- Croatia's actual independence decision came later: after the **19 May 1991 independence referendum** (83% turnout, \~93% in favor), the Parliament passed the **Constitutional Decision on the Sovereignty and Independence of the Republic of Croatia on 25 June 1991**[^4][^5][^3].
- The date 30 May 1990 was commemorated as Croatia's **Statehood Day** from 1990 to 2002 (and restored in 2019) precisely because it marked the constitution of the multi-party parliament — not a declaration of independence[^6][^3][^7].
- Some social-media posts loosely describe 30 May 1990 as the day Croatia "declared its sovereignty," but formal assertions of sovereignty came via constitutional amendments on 25 July 1990, and the independence declaration on 25 June 1991[^3][^8].

The claim misdates the independence decision by more than a year; 30 May 1990 marks the convening of the democratic parliament, not a decision on independence.

### 7. The Most party claimed that Andrej Plenković rejected their Archives Law because he protects UDBA (Yugoslav secret police) members. — 85%

Model: DeepSeek V4.1 Flash · Checked on: 13/10/2026 · Detail: /claim/a559e0f9-0827-470b-ad98-e8519a688ac1

##### Reasoning

- The claim is an attribution: it says **Most** claimed Plenković rejected Most's Archives Law in order to protect UDBA (Yugoslav secret police) members. The question is whether Most actually made that accusation.
- Most (Nikola Grmoja) did propose the Archives Law amendments and did accuse the HDZ-led government of blocking/closing the archives. A 2017 report is headlined "Grmoja accuses HDZ of closing the archives and **protecting udbaše**," describing Grmoja's Facebook post "After Most opened them, HDZ is closing the archives?\!"[^1].
- Grmoja publicly attacked the government's replacement law as "lex kolega," saying "with this proposal the archives are being closed" because it lets the government declare anything a state secret[^2][^3].
- A fact-check review notes that "Most then claimed that HDZ 'closes the archives' with the law," a charge the culture ministry rejected as baseless[^4].
- Supporting commentary frames the dispute explicitly in UDBA terms: lawyers argued the government's law "actually protects those persons who collaborated with Udbom"[^5][^6], and critics summarized the Most line as suggesting the archives were closed "because HDZ allegedly protects its udbaše"[^7].
- Taken together, the record confirms that Most made exactly this accusation — that the HDZ/Plenković side blocked the archives law in order to shield UDBA collaborators/members. Minor caveats: the accusation was aimed at HDZ/the government broadly (Plenković being its leader), and the precise "rejected" moment spans the 2017 negative opinion on Most's draft and the later 2017–2018 HDZ law Most said "closed" the archives.

### 8. Čičak believed that Andrej Plenković rejected the Archives Law to protect UDBA members. — 10%

Model: DeepSeek V4.1 Flash · Checked on: 13/10/2026 · Detail: /claim/772d809b-6753-4efc-bdcc-7e6157e6e3f0

##### Reasoning

- The claim attributes to Croatian dissident/human-rights activist **Ivan Zvonimir Čičak** a belief that PM **Andrej Plenković** rejected the Archives Law in order to shield UDBA (Yugoslav secret police) members.
- The accusation itself — that Plenković/HDZ blocked or "rejected" the archives law to protect UDBA collaborators — is documented as coming from the **Most party (Nikola Grmoja)**, not from Čičak; a verified entry records this Most attribution as 85% accurate [^1]. The viral-post version of the story (that Plenković rejected Most's law because of a Statehood-Day "trick") was rated *netočno* by Croatian fact-checkers and likewise never involved Čičak.
- Čičak's own documented position on the Archives Law was the **opposite** of the claim: in March 2017 he dismissed Most's archives-law draft as unserious and "cheap politicking," called the idea that Most's law would open the archives a "floskula," and said he backed a comprehensive solution "along the lines of what the Ministry of Culture is doing" [^2][^3]. That is, he sided with the government's approach rather than accusing Plenković of protecting UDBA members.
- No source was found in which Čičak expressed the belief attributed to him; the claim appears to be a misattribution of an accusation actually made by Most.

### 9. In 2018, Croatia's Security and Intelligence Agency (SOA) was monitoring Ivan Petrov while he was preparing the Archives Law. — 5%

Model: DeepSeek V4.1 Flash · Checked on: 13/10/2026 · Detail: /claim/992b17b8-59ef-46a0-aa77-05beb14cbf50

**Reasoning:**

- The person behind Croatia's archives-opening initiative was **Božo Petrov** (leader of the Most party), not "Ivan Petrov." A verified review of a closely related viral claim explicitly notes the name is misattributed: "the politician behind the archives law was **Božo Petrov**, not 'Ivan Petrov' (no Croatian politician by that name is associated with this proposal)."[^1]
- The archives-law narrative is itself tied to a **debunked conspiracy theory**. Croatia's fact-checker Faktograf examined a viral post claiming "Petrov insisted the archives be opened up to the Day of Statehood" and rated it **netočno (incorrect)** — Most's 2017 proposal specified opening material only up to **22 December 1990**, and the whole "returning Croatia to Yugoslavia" construction rests on a series of false statements.[^2][^1]
- The timeline is also wrong. Most's own archives proposal was drafted/pushed in **2017**. By 2018 the **HDZ government (Ministry of Culture)** was preparing its own replacement Archives Law, which passed in June 2018 — Petrov/Most were by then in opposition, not "preparing the law."[^3][^2]
- There is **no evidence** that SOA was monitoring anyone over the Archives Law in 2018. The only "spying on Petrov" allegation on record dates to **January 2016** (during coalition talks), was made by Most spokesman Nikola Grmoja against then-Interior Minister Ranko Ostojić, centred on the **police/PNUSKOK**, was admitted to be based only on "circumstantial evidence," and was never substantiated.[^4][^5][^6]
- The 2018–2019 SOA wiretapping controversy in Croatia concerns an unrelated matter (an operative allegedly eavesdropping), not the Archives Law.[^7]

The claim combines a misattributed name, a wrong year, and an unsupported surveillance allegation, all within a conspiracy narrative that professional fact-checkers have rated false.

### 10. Zoran Milanović does not recognize the Day of Statehood that Andrej Plenković returned to May 30, preferring Zoran Račan's date of June 25. — 90%

Model: DeepSeek V4.1 Flash · Checked on: 13/10/2026 · Detail: /claim/6bdff525-a631-45b9-8758-01b43c332bb8

**Verification summary:**

- Croatian President Zoran Milanović has repeatedly refused to recognize May 30 as Statehood Day. He calls it a "so-called holiday" that is in fact the "Day of Croatian Parliament," a ceremony "forced through by a corrupt... majority," and has skipped the celebrations five consecutive years[^1][^2][^3][^4][^5].
- Milanović says the appropriate Statehood Day is June 25 — the date Croatia's Parliament adopted the decision to declare independence in 1991 — and he has stated this preference explicitly[^2][^4][^3].
- The June 25 date was introduced by the government of former SDP Prime Minister **Ivica Račan** (in 2001/2002), which moved Statehood Day from May 30 to June 25 and demoted May 30 to a working memorial day[^6][^7][^8][^5].
- Prime Minister Andrej Plenković's government returned Statehood Day to May 30 via the new law on holidays adopted on 14 November 2019[^8][^7].
- One minor factual slip in the post: the former SDP leader's name is **Ivica** Račan, not "Zoran" Račan. The substance of the claim is otherwise accurate.
